Moving cities locks out an Android user from Google

Apparently, this is official Google policy.
He was also informed that he would have to wait for 24 hours to get his account unlocked.
He instead was advised to open a new account and abandon his old account.
He would instead have to obtain a new credit card to continue using Googles services.
He was also told all his earlier purchases would not be transferred to the new account.
